Wait… is the submitter claiming this is the same person in the same spot? Because that is obviously two different cars in two different places.
Not that that necessarily means it’s different drivers, but I suspect there’s some embellishment going on here.
Still total jackass parking, though.

No! Perhaps I should have worded that better.
The Chevy Cruze parks in that spot all the time. I’ve submitted previous photos of him in the same spot. Look back in the archives to see what I’m talking about -
